There is no silver bullet to innovation. The Wall Street Journal observed in a powerful commentary that New Delhi had gone the extra mile to revamp its intellectual property rights. Now the dividends were showing — India was cruising imperiously ahead of China in the innovation race.

“It may appear as if India’s recent economic rise is solely due to its low-cost outsourcing opportunities for foreign businesses. But this is only part of the story,� said the US financial daily on Monday.

“India is rapidly evolving into Asia’s innovation centre, leaving China in the dust. Its secret weapon? Intellectual property-rights protection. In recent years, New Delhi has taken big steps to protect these rights, and the results have been dramatic,� it added.

NASA, ISRO sign pact for moon mission

US space agency NASA entered into an agreement with the Indian Space Research Organisation (ISRO) on Tuesday to send two scientific instruments on board Chandrayaan-I, the country’s first unmanned moon mission scheduled for 2008.

NASA administrator Michael Griffin signed the MoU (memorandum of understanding) with ISRO chairman G Madhavan Nair to send a mini synthetic aperture radar (miniSAR), developed by the agency’s applied physics laboratory and a moon mineralogy mapper, built by the jet propulsion laboratory, an ISRO official said.

Goodbye Computer, Hello Skype Phone

To date, a certain level of computer literacy has been necessary to get Skype up and running,” said Leif-Olof Wallin, an analyst at Gartner, a technology research firm. Anything that reduces the technical skills needed to make a Skype call is positive, he noted, particularly given how easy it is to use a normal phone or speakerphone.

The irony of making computer-to-computer voice calls using Skype’s free Voice over Internet Protocol (VoIP) service is that, on both ends, there is a piece of hardware many times more expensive and more difficult to operate than a normal phone: a computer. But that lopsided equation — expensive hardware + free service = free call — might soon change.

On Monday, Netgear introduced a Skype-certified Wi-Fi phone and Polycom released a speakerphone specifically designed for the service. The first Skype-certified phone allowing users to make unlimited free calls to any other Skype user in the world, Netgear’s Skype Wi-Fi phone (SPH101), will work at any wireless hotspot.

Google Sponsors First European Code Jam

On the lookout for talent, Google said Tuesday that it is holding its first European code jam.

Registration for the competition, in which programmers compete online to solve programming problems, starts Tuesday and ends May 23. A May 23 qualification round will whittle the number of participants to 500. Rounds one and two will reduce the number of competitors to the top 50, who compete in the final round on June 29. Google will send the 50 finalists to Dublin for the weekend for the competition.

All finalists receive cash prizes, with the first winner receiving 2,500 euros (US$3,100). Google will hand out a total of 30,000 euros to the top 50 contestants.

Competitors must be legal residents of Europe, Africa or the Middle East.

Schmidt’s Google Goes To Authorities About MSN

Google, led by Chief Executive Eric Schmidt, seems to be feeling the heat already from the impending update of Microsoft’s Internet Explorer, the Web browser which is used by 85% of the world’s PCs and which is set to be released with Windows Vista later this year as an updated version 7.

IE 7, it appears, could put a dent in Google’s lucrative grip on the search market thanks to a slim white search box located in the browser’s top right hand corner. Google’s concern is that the integrated search tool points users towards Microsoft’s MSN search engine, leaving them less likely to stumble across Google’s all-important ads.

The complaint has initially prompted some to chortle at what looks to be a case of the pot calling the kettle black–Google happens to have its own search tool integrated into Microsoft’s rival web browsers Firefox and Opera. But Google is deadly serious. A spokesman for the search giant, Steve Langdon, said that the company had approached the U.S. Department of Justice and European Commission about the issue, though no formal complaint had been filed.
